The program, under the Youth Employment Agency (YEA), includes skills training centers to empower the Kayayes and gradually address the Kayayei phenomenon.
Dr. Bawumia highlighted the government’s commitment to supporting vulnerable groups and improving their livelihoods, emphasizing the importance of caring for the poor and vulnerable in society.
The initiative, which stemmed from a promise made in 2019 after observing the challenges faced by Kayayes, involves building hostels and offering alternative training and livelihood opportunities.
The government has constructed accommodation facilities in Madina and Ashaiman to serve as hostels and training centers for head porters.

The program aims to empower 5,000 head porters, providing training in essential skills like baking, beading, and soap making, along with soft skills such as personal health care and financial literacy.
Through partnerships with various organizations, the program offers decent accommodation, vital skills training, and monthly stipends to participants.
The training phase will empower head porters to secure dignified jobs and support their families, with a focus on holistic development.
Upon completion of the training, participants will receive starter packs to help them start businesses and explore further educational and business opportunities.
The initiative also includes entrepreneurial skills training and incentives like monthly allowances and starter packs for registered trainees to set up their businesses.
