Victoria Spartz is from Nosivka, Ukrainian SSR, Soviet Union(now Ukraine). Victoria Kulheyko was born on October 6, 1978, in Nosivka, Ukraine, which at the time was part of the USSR.

The Hamilton County, Indiana Tea Party was founded by Victoria Spartz. Before being appointed to the Indiana Senate, Victoria Spartz worked as the CFO for the office of the Indiana Attorney General.
Luke Kenley resigned in 2017, which led to the appointment of Victoria Spartz from the 20th district to the Indiana Senate.
With a victory margin of 20,100 votes, Victoria Spartz outperformed her district-wide margin of just under 17,000 votes by winning her home county of Hamilton, the district’s most populous county overall.
