Jeffrey Dahmer was a serial killer and sex offender from the United States who murdered and dismembered seventeen men and boys between 1978 and 1991.

On July 22, 1991, Dahmer was arrested by police after offering three men $100 at a bar to accompany him back to his apartment to pose for naked photographs. Tracy Edwards, one of the three men, accepted the offer.

During their conversation, Dahmer asked Edwards to turn his head and look at his tropical fish, which is when Dahmer placed a handcuff on his wrist.

Despite his confusion and questions, Edwards followed Dahmer to his bedroom to pose for naked photographs.

Edwards then asked Dahmer to use the restroom. After five hours at Dahmer’s apartment, Edwards punched Dahmer in the face as he stood up from the couch and fled through the front door.

That night, around 11:30 p.m., Edwards flagged down two Milwaukee police officers, Robert Rauth and Rolf Mueller, on the corner of North 25th Street

Edwards told the officers, who noticed he had a handcuff on his wrist, that a “freak” had kidnapped him. When the officers’ handcuff keys failed to unlock Dahmer’s handcuffs, Edwards agreed to accompany the officers back to Dahmer’s apartment.
