Bell-Haynes was born in Toronto, Ontario, on September 5, 1995. He attended Bill Crothers High School in Toronto before participating in the Vermont Catamount’s collegiate basketball program. In his senior year, he averaged 15.8 points, 5.3 rebounds, and 3.5 assists per game. The National Association of Basketball Trainers (NABC) selected him to the third All-America team.

In the 2018 NBA Draft, Bell-Haynes was not courted by any NBA teams, although he did sign with the Milwaukee Bucks for the NBA Summer League. Later, he joined Wisconsin’s Pack of the NBA G League, where in 18 games, he averaged 12.7 points, 4.6 rebounds, and 3.3 assists.
