Al-Arouri, 57 at the time of his death, was a senior leader of Hamas and one of the founding commanders of its military wing. Al-Arouri’s involvement extended beyond military leadership; he served as a recruiter and was actively engaged in raising and transferring funds on behalf of Hamas. In 2015, the U.S. officially designated him as a terrorist, and a $5 million bounty was placed on his head.
