Hammond’s directive follows arbitrary increases in cement prices and calls for transparency in pricing by all manufacturers.
To establish consistent prices nationwide, the Minister reiterated the need for the CMDC to adopt a unified pricing mechanism, similar to the Unified Petroleum Pricing Fund used for fuel retail.

Under the Ghana Standards Authority (Manufacture of Cement) Regulations, 2023 (LI 2480), the CMDC, chaired by Prof Alex Dodoo, oversees cement manufacturing.
Its members include representatives from cement manufacturers, the Association of Ghana Industries, the Environmental Protection Agency, the Ghanaian Institution of Engineers, and relevant ministries.
As the regulatory body for cement manufacturing, the CMDC is responsible for promoting fair practices in the industry.
This directive reflects the government’s commitment to ensuring fairness in cement pricing.
