Born on October 28, 1957, in Wakefield Massachusetts, Levine is a four-star admiral in the United States Public Health Service Commissioned Corps.

Levine is a Harvard University alumnus and also graduated from Tulane University School of Medicine. She was a resident doctor at the Mount Sinai Medical Center in Manhattan, New York, where she also completed a postdoctoral fellowship in adolescent medicine.
