Private citizen sues Speaker, AG over anti-LGBTQ+ bill

Paul Boama Sefa, a private citizen, has sued the Speaker of Parliament and the Attorney General in the High Court over the anti-LGBTQ+ bill, according to a report by Pulse Ghana.

According to the report, Mr. Boama, a farmer in the Ashanti Region claims in the suit that the Speaker and AG violated sections of Ghana’s constitution owing to how the legislative body handled the Human Rights and Family Values Bill of 2021.

He claimed that, despite the Bill’s financial implications, Parliament did not conduct a fiscal impact analysis.

In support of his claim, Mr. Boama stated that the Public Financial Management Act requires any bill introduced in parliament to be accompanied by a fiscal impact analysis, which was not included in the bill.

Mr. Boama went on to say that the Speaker of Parliament is responsible for ensuring that all legislative processes are carried out in accordance with the law.

Mr. Boama is therefore seeking a restraining order to prevent further violations and to ensure compliance with section 100(1) of the Public Financial Management Act, 2016 (Act 921).
