Payne was hospitalized at Newark Beth Israel Medical Center on April 6, 2024, following a cardiac episode attributed to complications from diabetes. He remained unconscious and on a ventilator until his passing on April 24.
“We are saddened to be informed of the passing today of Congressman Donald M. Payne, Jr.,” said Speaker Johnson in a post.
New Jersey Democratic Governor Phil Murphy expressed deep sorrow at Payne’s passing, describing him as a steadfast advocate for the people of New Jersey.
Having represented New Jersey’s 10th District, Payne served in Congress since 2012, succeeding his father, Donald Milford Payne, who held the same position from 1989 until his passing in 2012.

Throughout his tenure, Payne was actively involved in health-related caucuses and legislative initiatives, including co-chairing the Congressional Colorectal Cancer Caucus, Congressional Men’s Health Caucus, and the Congressional Peripheral Artery Disease Caucus.
A member of the Congressional Black Caucus, Payne was dedicated to advancing policies to support African-American communities, advocating for issues ranging from reducing gun violence to expanding support services for children.
Payne’s passing leaves a void in the House of Representatives, and plans for filling his seat will be determined by New Jersey’s electoral process.
With the loss of Payne and the resignation of another representative, Democrats face a narrow margin in the House, underscoring the significance of Payne’s contributions to his party and constituents.
