Brown completed the Kentucky public school system. Bellarmine College awarded him a B.A. (magna cum laude) and an M.B.A. He graduated from the University of Kentucky College of Law with a J.D.
Brown was Kentucky’s Secretary of State from 1996 to 2004. Brown unsuccessfully ran for the Democratic nomination for Lieutenant Governor of Kentucky in 2007 as the running mate of gubernatorial candidate Jody Richards, the Speaker of the House.
