Enrique Javier Loya is a Mexican-American business entrepreneur, and former college football player. He is the son of Ana and Miguel Loya.

Loya was one of seven children born to his parents in El Paso, Texas. His father worked at a Farah Manufacturing Co. facility and taught his children the value of money and the value of education
He earned a Bachelor of Arts in political science from Columbia University in New York City in 1991. Throughout his academic career at Columbia University, Loya was a linebacker and defensive end for the Columbia Lions.

Loya co-founded OTC Global Holdings in 2007 as a commodity brokerage, which first bought Choice Natural Gas, Choice Power, and Choice Energy.
He established the Greater El Paso Football Showcase Combine in 2011, which gave over $9 million in scholarships to over 100 high school senior athletes. He became the NFL’s first Hispanic owner when he purchased a minority ownership in the Houston Texans in 2002. Loya was one of ten Houston Texans investors.
Loya is a donor and board member of the Greater Houston Senior Football Showcase, a non-profit organisation that organises high school football scouting tournaments.
