Jacob Oulanyah was a Ugandan agricultural economist, lawyer and politician who was an alumnus of the Makerere University and Law Development Centre. Jacob Oulanyah served as the Speaker of the 11th Parliament of Uganda from 2021 till his death in 2022.

Jacob Oulanyah served in the role of a Deputy Speaker of the Ugandan parliament from 2011 till 2021 before taking up the role of the Speaker of the 11th Parliament of Uganda. Jacob Oulanyah also served as the vice-chairperson on the appointment committee of Uganda.

Jacob Oulanyah’s main reason for going to Seattle, Washington was to check up of his health condition. The death of Jacob Oulanyah was revealed by the current President of Uganda called Yoweri Museveni.
