The Republic of Moldova does not allow the deployment of armed forces of other states on its territory.

However, on 27 April 2022, the BBC News website reported “Russia says it is concerned. It has about 1,500 troops in Transnistria. An official has said Russian speakers in Moldova are being oppressed.”
Thus, since Moldova’s neutrality is enshrined in its constitution, the country has no plans to join either NATO or CSTO.

Official relations between Moldova and NATO began in 1992 when Moldova joined the North Atlantic Cooperation Council.

However, as Moldova’s neutrality is enshrined in its Constitution, there are no official plans for Moldova to join the organization.
A poll in June 2018 found that 22% of Moldovans would vote in favour of joining NATO, while 43% would oppose.
Since the outbreak of the war in Ukraine, the Moldovan authorities have been increasingly anxious over the possibility that Russia might activate its Transnistria-based troops, either to attack Ukraine or to invade Moldova, which is not a member of NATO or the European Union, and has limited military forces.
