Twenty-six countries will participate in the final, composed of the previous edition’s winner Ukraine, the “Big Five” including the United Kingdom as the host country, and the ten qualifying entries of each of the two semi-finals.
The jury and televote of the thirty-seven participating countries, as well as non-participating countries under an aggregated “Rest of the World” online vote, will vote in the final.

It will be held in Liverpool, United Kingdom, after Ukraine, the winner of the 2022 competition with the song “Stefania” by Kalush Orchestra, was unable to meet the demands of hosting the event due to security concerns caused by Russia’s invasion of Ukraine.
British singer Alesha Dixon, British actress Hannah Waddingham, and Ukrainian singer Julia Sanina will host the three live shows, with Irish television presenter Graham Norton joining for the finale.
