From 1980 to 1986, he served as executive director of the Idaho Freedom to Work Committee, where he successfully oversaw an initiative to pass a state Right-to-Work statute that forbade collective bargaining agreements that made union membership or financial support of a labor union a requirement for employment.

In January 2016, Glenn had a stage 4 metastatic prostate cancer diagnosis; there were signs of a recurrence in 2018 and 2021. On July 27, 2023, he passed away at the age of 65.
