Constitution Review Committee Recommends President Pay Taxes on Salary

The Constitution Review Consultative Committee has proposed eliminating Article 68 (5) of the constitution, which would require the President to pay taxes on his salary and benefits, setting a precedent for all citizens.

The committee believes that this action will uphold the principle of equal treatment under the law and align with the rule of law.

During stakeholder consultations for the potential constitution review, former Member of Parliament for Tamale Central Inusah Fuseini underscored certain recommendations of the committee established by Minister for Parliamentary Affairs, Osei-Kyei-Mensah Bonsu in 2023.

“They say that it flouts equity rules, where the President receives money from the public purse and does not pay tax on his emoluments. They recommended an amendment to the Constitution to allow the President to pay tax on his earnings,” he explained.

It argues for the abolition of the position of Regional Ministers, similar to the elimination of Deputy Ministerial positions.

The committee stated that the President may appoint as many Ministers of State as required for efficient governance, with a cap not exceeding 25 Ministers.
