Billy Wayne Bailey Jr. was born in Bluefield, Mercer County, on June 7, 1957.

He was appointed to the West Virginia Senate as a Democrat in 1991 and was re-elected in 1992, 1996, 2000, and 2004. He was the Senate Majority Whip and sat on a number of committees.

He decided not to run for re-election in 2008. Instead, he ran unsuccessfully for Secretary of State.

Bailey joined the West Virginia Department of Veterans Affairs as deputy secretary under former Secretary Keith Gwinn during Gov. Earl Ray Tomblin’s administration in 2011. He held that position until the administration of Gov. Jim Justice took over.

He served in the National Guard’s 1092nd Combat Engineers Battalion from 1978 to 1984, then the Air National Guard’s 130th Airlift Wing for 15 years.

He attended Morris Harvey College, now the University of Charleston, and Marshall University after graduating from Herndon High School.
