There are no personal details about her children. Barbara Cooper Cooper received her high school diploma from Manassas High School in Memphis, Tennessee.
She also received a Bachelor of Science and a Master of Education from Tennessee State University.
She is a retired teacher from Memphis City Schools. Cooper received his Doctorate of Religious Philosophy in Christian psychology from Jacksonville Theological Seminary in 1999.

She served on several committees, including the State Government and Agriculture and Natural Resources Committees. In 2019, she was inducted into the Memphis-Shelby County Schools Hall of Fame.
She was running for re-election to the District 86 seat in the upcoming November 8, 2022, history-maker Representatives election. Barbara Cooper passed away in October 2022, at the age of 93.
