A Russian oligarch and government figure, Igor Ivanovich Sechin is regarded as Vladimir Putin’s “de facto deputy” and a close buddy. Vladimir Putin, the head of Russia, has considered Sechin a confidant since the early 1990s. When Putin was the deputy mayor of St. Petersburg in 1994, Sechin served as his chief of staff.

He held the position of head of staff for Vladimir Putin, the first deputy mayor of Saint Petersburg, from 1994 to 1996.

The European Union placed Sechin on a blacklist and froze all of his assets on February 28, 2022, in response to the Russian invasion of Ukraine. The UK government slapped travel restrictions and asset freezes on Sechin in March.

Putin appointed Sechin as chairman of Rosneft, the Russian state oil company in 2004. Igor Sechin has been the Deputy Chairman of Rosneft since June 2013. He has also been the Chief Executive Officer of the company since May 2012.
