Rudolph William Louis Giuliani is a politician and lawyer from the United States of America.

Giuliani served as the 107th Mayor of New York City from 1994 to 2001. He previously served as the United States Associate Attorney General from 1981 to 1983 and the United States Attorney for the Southern District of New York from 1983 to 1989.

During Giuliani’s first term as mayor, the New York City Police Department, led by Giuliani appointee Commissioner Bill Bratton, implemented a tough enforcement and deterrence strategy based on James Q. Wilson’s Broken Windows research.

This included crackdowns on relatively minor offences such as graffiti, turnstile jumping, and aggressive “squeegee men,” to send a message that order would be maintained and the city would be “cleaned up.”
Giuliani also directed the New York City Police Department to aggressively pursue enterprises associated with organised crime, such as the Fulton Fish Market and the West Side Javits Center (Gambino crime family). The city was able to save businesses over $600 million by breaking mob control of solid waste removal.
