Highway Code Changed
The Highway Code changes include the introduction of a hierarchy of road users, which aims to create stronger priorities for road users most at risk of serious collisions, such as cyclists, pedestrians and horse riders,
The new hierarchy is to ensure those who can do the most harm to road users have the greatest responsibility to reduce the danger or threat they may pose. Drivers of large vehicles and heavy goods vehicles (HGVs) will have a greater responsibility to reduce the danger posed to other road users.
