Paulsen was born and raised in Grand Blanc, Michigan, and graduated from Grand Blanc High School in 1974.
His boyhood hero was ice hockey player Gordie Howe, and he saw the arts as a secondary career option because of his primary desire to become an NHL player. He sang in choirs throughout his youth and adolescence and started acting in school plays.
To his father’s chagrin, he briefly attended the University of Michigan-Flint before dropping out and moving to Los Angeles in 1978 to pursue a career in show business.

Before pursuing voice acting full-time, he had his first job as a musician.
In the 1983 television miniseries G.I. Joe: A True American Hero, he had his first voice-acting roles as Snow Job and Tripwire.
Several years later, his career expanded into new roles, including:
- Cobra Slavemaster on G.I. Joe,
- Reprising Snow Job and “Tripwire” Corky on The Snorks,
- Marco Smurf on the Smurfs’ later seasons,
- “Boober” on the animated version of Fraggle Rock,

- The title character Saber Rider and the bad guy Jesse Blue on Saber Rider and the Star Sheriffs.
