Orpo said in May 2016 that he will run against Alexander Stubb, the leader of the National Coalition Party and the current minister of finance, at the party conference in June.
At the time, Orpo teamed up with Elina Lepomaki, a second-term lawmaker, to run against Stubb.
Orpo was usually seen as a cautious consensus-seeker with limited experience in foreign politics, in contrast to the multilingual and outspoken Stubb.

Stubb earned 361 votes, while Orpo received 441,4 votes, becoming Orpo the new party chair.

Soon after, Orpo said that he would replace Stubb as finance minister. On June 22, 2016, he received a formal appointment as the minister of finance.
In addition to his activities in national politics, Orpo co-chaired the EPP Economic and Financial Affairs Ministers Meeting with Valdis Dombrovskis, which brings together the ministers of the center-right European People’s Party (EPP) before sessions of the Economic and Financial Affairs Council (ECOFIN).
