According to reliable sources, the video was shot in March 2018 in Kakamega town where leaders are attending a 5th Annual Devolution Conference. Peter Ndambiri was told to pay or be exposed. When he got tired of the exploitation, he decided not to pay any longer and as a result, the extortionists released the video.
