After high school, Nowell committed to play collegiate basketball for Little Rock, over offers from Minnesota, Georgetown, Rutgers, Seton Hall, VCU and Western Kentucky, and others.
Following his freshman season, Nowell averaged 11.1 points, 4.2 assists, 3.2 rebounds, and 1.4 steals per game.
He saw action in 25 games, including 18 starts. Nowell logged nearly 800 minutes (761), averaging 30.4 per game.
Nowell transferred to Kansas State for the 2021-22 season with 2 seasons of eligibility remaining after playing 3 seasons at Little Rock (2018-21).
After a 116–103 win over Texas on January 10, 2023, Nowell was named Oscar Robertson National Player of the Week by the U.S. Basketball Writers Association.
