Jess Garca, an American politician born on April 12, 1956, has been the 4th district representative for Illinois since 2019.

Before being elected to Congress, he held Democratic Party positions on the Cook County Board of Commissioners, the Illinois Senate, and the Chicago City Council. In 2015 and 2023, he also ran for mayor of Chicago.
He has been labeled a progressive throughout his time in Chicago politics and in the federal government.
In 1986, Garca won his first election to the Chicago City Council. He was well-known for being a steadfast friend of Mayor Harold Washington while serving on the city council.

He was elected to the Illinois State Senate for the first time in 1992 as a Mexican-American. In the 1998 primary, Antonio Munoz beat him in his attempt to win reelection to the state senate.
Garca was elected to the Cook County Board of Commissioners’ 7th district in 2010 and, following his election, Toni Preckwinkle nominated him, as floor leader.
