Russian oligarch and political official Igor Ivanovich Sechin is regarded as a close associate and “de facto deputy” of Vladimir Putin. Since the early 1990s, Russian President Vladimir Putin has considered Sechin a confidant. In 1994, Sechin served as Putin’s chief of staff while he was St. Petersburg’s deputy mayor.

He was employed at the mayor’s office in Saint Petersburg from 1991 to 1996. In 1994, he was appointed head of staff to Vladimir Putin, the first deputy mayor.
In response to Russia’s invasion of Ukraine on February 28, 2022, Sechin was placed on a European Union blacklist and had all of his assets frozen by the EU. The UK government placed penalties on Sechin in March, including a travel ban and the freezing of his assets.
