Charlotte Owen received a 2:1 in Politics and International Relations from the University of York in 2015. She interned at the strategic communications firm Portland before serving as a constituency intern for Tory MP William Wragg for one month.
She worked as a parliamentary intern for Boris Johnson for six months before becoming a parliamentary assistant to Alok Sharma for seven months.

Following that, Owen worked as a senior parliamentary assistant to Jake Berry and Johnson for twenty-one months before focusing solely on Johnson for a year and two months. She later worked as a special adviser to Johnson in the Number 10 Policy Unit. She was re-appointed to this position after the Truss ministry was formed in September 2022.
Her position was not retained by Truss’ successor, Rishi Sunak, after his appointment as Prime Minister in October 2022. Owen was made a life peer in June 2023, following the publication of Johnson’s 2022 resignation honours list.
