It is understood the original fee will be £8.5 million, with £1 million in add-ons, with Idah eager to return to Celtic and ready to sign a long-term contract.
Norwich has also placed a 15% sell-on provision into the contract.
The Scottish Premiership champions’ initial approach of £4 million was rejected in July, but a new revised offer, said to be in excess of £6 million with add-ons, resulted in the two teams resuming negotiations last week.

Idah had a successful loan spell at Celtic Park during the second half of last season.
The 23-year-old joined Brendan Rodgers’s team in the winter window and scored nine goals in 19 games – including their Scottish Cup final winner against Rangers – as Celtic added to their Premiership title glory.
