Duncan is a Republican. He was elected as a member of South Carolina’s House of Representatives in 2002. He was reelected to a second, third and fourth term in 2004, 2006, and 2008 respectively.

In 2011, he assumed office as a U.S House of Representatives member, having won several awards while in congress.
