On August 2023, Hooper served as referee for a Premier League match where Manchester United played against the Wolves.
However, Manchester United goalkeeper Andre Onana had collided with Wolves forward Sasa Kalajdzic in the penalty area, and Hooper who was supposed to give a penalty to the Wolves, did not do likewise.
Not withstanding, after the match, the Professional Game Match Officials Limited (PGMOL) chief Howard Webb, apologized to the Wolves for the error.
There had been protests coming from the Wolves’ supporters, but Hooper had waved it away.
As a result, Hooper and two VAR officials, Michael Sailsbury and Richard West, were subsequently removed from officiating for the remaining Premier League matches.
