Daniels, who was born in the Union County, Arkansas, community of Parkers Chapela Democrat and grew up in El Dorado, was first elected to the Parkers Chapel Board of Education in 1972.

In 1974, he was appointed director of the Arkansas Department of Labor by former Gov. David Pryor.

Daniels continued to lead the department under former Gov. Bill Clinton. He also served as director of governmental affairs for the Arkansas Electric Cooperative Corporation, according to the Encyclopedia of Arkansas.
Daniels was elected commissioner of state lands in 1984. He held that office until 2003, winning the election five times. In 2002, he defeated then-first lady Janet Huckabee in a race for secretary of state and was reelected to the position four years later.
In 2010, Daniels was elected state auditor and in 2013, he announced that he would not seek re-election in the 2014 elections.
Prior to his political career, Daniels served in the United States Air Force and the Air Force Reserve.
