The report revealed that Russian hackers targeted a U.S. voting software supplier and attempted to gain access to voter registration databases. Winner allegedly printed a copy of the report and passed it on to an online news outlet called The Intercept. The leaked document was published by The Intercept on June 5, 2017. The publication of the document led to an investigation into the leak, and Winner was arrested by the FBI on June 3, 2017.
In August 2018, Winner pleaded guilty to leaking the classified document and was subsequently sentenced to more than five years in prison under the Espionage Act. Her case attracted attention and raised debates about government transparency, whistleblowing, and the treatment of whistleblowers by the justice system.
