Palmer, a Wythenshawe native who joined Manchester City at the under-8 level and advanced through the Academy age groups before leading the under-18s in the 2019–20 season, was a lifelong supporter of the club.
Palmer participated in the 2019 UEFA European Under-17 Championship on behalf of the England under-17 team.
Palmer received his initial call-up for the England U21s on August 27, 2021. In a 2-0 U21 Euro Qualifying victory over Kosovo U21, he made his goal debut.
