Who is Billy Wayne Bailey? – William Wayne Bailey Jr., an American politician who served as a Democratic senator from West Virginia’s 9th congressional district from January 1991 until his retirement in 2009, has died. Bailey was born on June 7, 1957, and passed away on May 15, 2023, at the age of 65.

Bailey was assigned to the Senate’s 9th Congressional District in 1991 and was re-elected in 1996, 2000, and 2004.
When Bailey opted not to run for reelection in 2008, his colleagues passed Senate Resolution 203, thanking him for his years of service.

Bailey joined the West Virginia Department of Veterans Affairs as deputy secretary under former Secretary Keith Gwinn during Gov. Earl Ray Tomblin’s administration in 2011. He held that position until the administration of Gov. Jim Justice took over.
He served in the National Guard’s 1092nd Combat Engineers Battalion from 1978 to 1984, then the Air National Guard’s 130th Airlift Wing for 15 years.
He attended Morris Harvey College, now the University of Charleston, and Marshall University after graduating from Herndon High School.
Billy Wayne Bailey is survived by his wife Barbara Jo Thomas Bailey and four children: Isabella, Sophia, William Wayne III and Richard.
