Mbuyi and Kaya Rosalie Tshiebwe gave birth to Oscar Tshiebwe on November 27, 1999, in Lubumbashi, Democratic Republic of the Congo.

Tshiebwe guided Kennedy Catholic High School in his final year of high school to a 27-3 record and the 6A state championship. He scored 1,480 points in his career while posting a 23.2-point per-game average in his final year.

The Gatorade Boys Basketball Player of the Year award went to Tshiebwe. In his junior season, he led Kennedy Catholic to the Class 1A PIAA state title and scored at least ten points in each game.

For his AAU team, the ITPS Wildcats, Tshiebwe averaged 21.3 points, 11.8 rebounds, and 2.4 blocks per game.

He recorded a double-double in that game with 12 points and 10 rebounds in just 18 minutes as a McDonald’s All-American.
