Baier was born in Rumson, New Jersey, to a mixed German-Irish family. He was raised Catholic and graduated from Marist School, a private Roman Catholic secondary school in Atlanta, Georgia, in 1988.

Baier then attended methodist DePauw University in Greencastle, Indiana, where he earned a BA in political science and English in 1992.

He joined the Sigma Chi fraternity at DePauw and became a member of the Xi Chapter.
