He was killed along with at least 14 other people, including other officials and three children, according to authorities.

There was no immediate word on whether the crash, which was near a kindergarten, was an accident or related to the war. No fighting has been reported recently in the Kyiv area.

Ukrainian President Volodymyr Zelenskyy said the crash was “a tragedy” on a “black morning.” “The pain is unspeakable,” he wrote on Telegram.

“It is too early to discuss the causes,” said Yurii Ihnat, a spokesperson for Ukraine’s Air Forces, to a television channel. He predicted that the investigation would take some time.

He added that the helicopter was a French-supplied Super Puma. Ukraine’s Security Service is conducting an investigation, according to Prosecutor General Andriy Kostin.

“For the time being, we are considering all possible scenarios of the helicopter crash accident,” he wrote on Telegram.
