On May 8, 2007, Henry won the Democratic mayoral primary with 82.4 % of the vote against no opposition. In November, he defeated Republican Matt Kelty with 60 % of the vote.

Henry was re-elected on November 8, 2011, with 49.9 % of the vote to Republican challenger Paula Hughes’ 46 %
On November 3, 2015, Henry defeated Republican challenger Mitch Harper to become the first Democrat in Fort Wayne history to win three consecutive mayoral terms.

Tom Henry won the 2019 mayoral election on November 5, 2019, defeating Republican businessman Tim Smith of MedPro Group.
Henry is Fort Wayne’s second-longest serving mayor. Only Harry Baals served as mayor for a longer period.
After winning his fourth term as mayor in November 2019, Henry announced that it would be his final term, though he later decided to run for a fifth term against businessman and Republican 3rd District City Council candidate Tim Didier.
On January 1, 2020, Henry was sworn in for his fourth term. His fourth term ends on January 1, 2024.
