An astute lawyer, Starr argued 36 cases before the U.S. Supreme Court, including 25 cases during his service as solicitor general of the United States from 1989 to 1993 and also served as U.S. Circuit Judge for the District of Columbia Circuit from 1983 to 1989.

Starr is best remenmbered for heading the Whitewater investigation, an investigation which began in 1994 as a probe of real estate investments by then-President Clinton and first lady Hillary Clinton but later branched out to encompass numerous other areas — including the notorious Monica Lewinsky sex scandal, a scandal which involved Clinton’s extramarital affair with Lewinsky, which was purported to have started when she was a 24-year-old White House intern.

Despite denying having an affair with Lewinsky, Clinton was impeached by the House on perjury and obstruction of justice charges that stemmed from the scandal. However, Clinton was later acquittedof all charges by the Senate.

Starr was also the dean of the Pepperdine University School of Law, was later the president and chancellor of Baylor University in Waco, Texas, from June 2010 until May 2016, and was the Louise L. Morrison chair of constitutional law at Baylor Law School.

Two years ago, Starr was a member of former President Donald Trump’s defense team for Trump’s impeachment trial in the Senate. Trump was acquitted.
