Elaine Goodman Luria is a politician from the United States and a former Navy officer, who has represented Virginia’s 2nd congressional district in the US House of Representatives since 2019.

Luria’s congressional district includes most of Hampton Roads, including all of Virginia Beach, Williamsburg, and Poquoson and parts of Norfolk and Hampton
Luria worked as an engineer operating nuclear reactors for the Navy for 20 years, rising to the rank of commander. Luria was one of the first American women to serve their full careers aboard battle vessels.

From 2014 until her retirement in 2017, she served as the commander of 400-sailor Assault Craft Unit TWO.
Luria had served on active duty for the longest period of any current member of the House Democratic Caucus as of 2019.
Luria is a Democrat. In 2018, she defeated Scott Taylor, a Republican incumbent. To win a second term in 2020, she defeated Taylor in a rematch.
Luria introduced the Veterans’ Compensation Cost-of-Living Adjustment Act of 2019 in February 2019, which raised the COLAs provided to veterans. It received bipartisan support and was approved in September 2019.
