Tintor had recently started a work-from-home customer support position for an insurance business, with ambitions of pursuing a career in computer programming, according to her family.
Ruggs was suspected of causing the incident by driving drunk at speeds of up to 156 mph with his girlfriend in his Corvette sports car before colliding with Tintor’s Toyota RAV4 on a residential street with a 45-mph speed limit.
Other witnesses informed police that they heard screams and went to help Tintor and her dog but were turned back due to heat, fire, and smoke.
