Why are people from Monaco called Monégasque?

People native to Monaco are called Monégasque.

However, a person born in a foreign country but resident in Monaco is a Monacoian.

Monaco is quite unusual because the native Monégasque people are actually in the minority in the country: only a fifth of its 38,000-strong population is native.
