Alexander Edward Thomson Howe, Hon., was born in 1959. He is the son of Richard Edward Geoffrey Howe, Baron Howe of Aberavon, and Elspeth Rosamund Morton Shand, Baron Howe of Idlicote.

In August 1997, he married Victoria McIvor.
He attended Marlborough College in Marlborough, Wiltshire, England. G. He received his education at York University in York, Yorkshire, England.

His father, Geoffrey Howe, was agifted classicist, who was offered an exhibition to Trinity Hall, Cambridge in 1945, but first decided to join the army.

Geoffrey did a six-month course in maths and physics. Then he did National Service as a lieutenant with the Royal Corps of Signals in East Africa, by his own account giving political lectures in Swahili about how Africans should avoid communism and remain loyal to “Bwana Kingy George”; and also climbed Mount Kilimanjaro.
Geoffrey passed away on 9 October 2015, after a suspected heart attack.
His mother, Elspeth Morton Howe, a.k.a Lady Howe of Idlicote, was a British life peer and crossbench member of the House of Lords.
Elspeth died on Tuesday night after a battle with cancer at age 90.
