Jacob Oulanyah was a Ugandan agricultural economist, lawyer and politician who served as the speaker of the 11th Parliament of Uganda from 2021 until his death in 2022. He was born on March 23, 1965.

Following his graduation from the LDC, Qulanyah worked as a lecturer at the centre. Following the February 2016 general elections, he was re-elected as Deputy speaker of parliament on May 19, 2016.

On May 24, 2001, Jacob Oulanyah was voted Speaker of Parliament in a race against his former boss, Rt Hon Rebecca Kadaga and Kira Municipality MP, Ibrahim Ssemujju.

On March 20, 2022, President Museveni announced through his Twitter account that the legislation had died in Seattle. The cause of his death is yet to be revealed.
