Kim OK-suk was born in Antoku-men, Keishhoku-d, on September 8, 1935, to Kim Young-han and Hong Moo-kyung. She is the youngest of four children in a household that includes three sons and two girls.

Kim Pok-tong, her older brother, was a soldier in the South Korean Army before becoming a politician. Her sister was the wife of Geum Jin-ho, the former Minister of Commerce, Industry, and Energy.
Gyeongbuk Women’s High School was her alma mater, and she graduated in 1954. She graduated from Kyungpook National University’s Department of Family Education in 1956. She married Roh Tae-woo, an army officer at the time, in the Daegu Cultural Wedding Hall on May 31, 1959. She dropped out of university in her third year as a result of the marriage.

Kim and Roh Tae-woo have two children: Soh Yeong Roh (born 1961) and Jae-heon Roh (born 1962). Soh is the founder and current director of Art Center Nabi in Seoul, while Jae-heon is a legal counselor with the Barun Law Firm in the United States.
Soh was married to Chey Tae-won, the chairman of the South Korean consortium SK Corporation, until their divorce in 2015.
