The state of Hawaii just like most, counties, and cities has put in place measures to control the virus and keep its residents safe.

The state has announced in September 2020 that travelers arriving in their jurisdiction are required to possess proof of having tested negative for the virus or self-quarantine for ten days and be tested upon completion of the quarantine.

Hawaii’s 10-day mandatory self-quarantine for all travelers arriving in the Hawaiian Islands remains in effect. The pre-travel testing option which begins in November 2020 will allow travelers an alternative.
According to the official Hawaii State Covid-19 website, whether you are a returning resident or a visitor to the Hawaiian Islands, travelers are strongly advised to take the pre-travel COVID-19 test as the state of Hawaii will only accept Nucleic Acid Amplification Test (NAAT) from a certified Clinical Laboratory Improvement Amendment (CLIA) lab test results from a trusted testing and travel partner.
Anyone who is willing to visit Hawaii from any country apart from countries barred by the CDC from entering the U.S can do so but under the above guidelines.
