He attended Barnard Castle School, an independent boarding school in County Durham, where he excelled academically, achieving 5 A* A-Level grades and an Extended Project Qualification (EPQ). His political career took off while he was still an undergraduate. Carling joined the Labour Party and served as co-chair of the Cambridge University Labour Club. In 2022, he was elected to represent West Chesterton on the Cambridge City Council. His commitment to public service and effective leadership saw him re-elected in May 2024. During his tenure, he held the office of executive councillor for open spaces and city services and was a member of the Skills Committee of the Cambridgeshire and Peterborough Combined Authority.
In the July 2024 United Kingdom general election, Carling ran for Parliament as the Labour candidate for North West Cambridgeshire. His campaign focused on strengthening public services, a resonant issue for many voters. In a closely contested race, Carling narrowly defeated the incumbent Conservative MP, Shailesh Vara, by a margin of just 39 votes, a result confirmed by a recount. The victory was particularly notable as the seat had been held by the Conservatives since its creation in 1997.
