Franklin Cudjoe, Founding President and CEO of IMANI Centre for Policy and Education, has urged the Minister of Finance, Mohammed Amin Adam, to cancel the Kelni GVG contract, citing wasteful expenditure.

Cudjoe claims that the Minister of Communications, Ursula Owusu-Ekuful, has been paying Kelni GVG $1.5 million every month since 2018 for no work done.
In a Facebook post, Cudjoe stated, “Mohammed Amin Adam, I believe in your zeal to block leakages. Please cancel Kelni GVG contract.
Ursula has been paying $1.5m every month to Kelni GVG since 2018 according to the crookish contract for NO WORK DONE!!”

Background
In May 2018, IMANI began raising concerns about the Ministry of Communications’ decision to award a 10-year contract worth nearly $180 million to Kelni GVG.
In June 2018, Kofi Bentil, a Principal at IMANI and public interest lawyer, filed multiple lawsuits on behalf of Maximus Amertogoh and Sara Asafu-Adjaye against the Ministry of Communications, alleging financial maladministration and threats to privacy.
Additionally, Subah, another company, initiated legal action to block the Kelni-GVG contract, claiming it infringed on their existing contract with the government.
IMANI supported Kofi Bentil’s actions and remained indifferent to Subah’s case due to differing views on the approach to telecom taxation revenue assurance.
