Born on February 25, 1950, in Stretford, Lloyd is the fourth of five children born to Sydney Lloyd and Cecily (née Boatte). His upbringing in Stretford laid the foundation for a life dedicated to public service and political engagement.

He attended Stretford Grammar School for Boys before pursuing a BSc degree in mathematics at the University of Nottingham in 1972. Subsequently, he expanded his academic horizons by studying for an MBA degree at Manchester Business School.

Lloyd’s professional journey began as a lecturer in Business Studies at the University of Salford, reflecting his commitment to education and knowledge dissemination.
